Hi Peter,

Are you sure that the requirements in your message are for a boat for personal/private use in the Slovak Republic? To me they look very similar to the requirements for a charter or hire vessel. A hire or charter vessel does need to be documented to a higher standard.

In the EU there is a category with lower requirement for self build wooden boats for personal use that will not be sold for a period of 5 years. This may apply to your project.

The boat was passed for commercial use in Australia, but the standard was much simpler - it had some specific rules about timber sizes which I followed and it needed to be inspected for stability - which I did calculate in advance but they increased the number of persons when they inspected. A much simpler process than in the Slovak Republic.

The long list you provided is a problem for me. The amount of additional work required would take weeks. And some would be out of my control so you would need to document some of the requirements (electrical, systems, control, anchoring, sanitory etc etc).

I would suggest 
1/ Checking to see if there is a category for personal use if the boat is not sold for 5 years with a lower requirement. Or some other similar category.
2/ Trying to contact an internet group where people discuss building their own boats within the Slovak Republic. Many countries have them. Such a group would probably have experience with the problem you are facing.

I am interested in building a boat according to Venezia + Dayboat plans.

I want to ask if the plans contain all the requisites required by the authorities in the Slovak Republic, which I describe below.

In the case of vessels which are manufactured individually and are subject to registration, technical documentation to the following extent shall be submitted to the Transport Authority together with the application for a building permit:

 

technical description of the vessel with indication of the type and purpose of the vessel, navigation zone, author of the documentation

The technical description must describe in detail the main dimensions of the container, max. min. draft, safety distance, type and parameters of machinery or other propulsion machinery, construction and dimensions of rigging including sail area, number of passengers, materials used to build the vessel, main hull components, plating including dimensions, type and design of steering gear and method of its control , anchoring equipment, anchoring equipment, equipment and equipment of the vessel, sanitary equipment, equipment for liquefied gas, rescue and signaling means, extinguishing means, weight of cargo etc.
